On 24 November 2016, ASEAN-China Centre (ACC) held the Lecture Series by ASEAN and Chinese Ambassadors at China Foreign Affairs University (CFAU). H.E. Mr. Dang Minh Khoi, Ambassador of Viet Nam to China, delivered a lecture entitled “Viet Nam-China Relationship：Important Factor for Peace, Stable and Cooperation in the Region”. H.E. Mme. Yang Xiuping, Secretary-General of ACC, H.E. Mme. Vandy Bouthasavong, Ambassador of the Lao PDR to China, Mrs. Elizabeth T. Te, Chargé d'Affaires of the Philippine Embassy in Beijing, representatives from the Embassies of Brunei, Indonesia, Malaysia, Singapore, and Thailand in Beijing, officials from the Steering Committee on Higher Education of Shahe District of Beijing, faculty members and students of CFAU, Chinese and Vietnamese journalists, etc., totaling more than 200 people, attended the said event.
Professor Qin Yaqing, President of CFAU, moderated the lecture and gave a introduction of the University. He said that CFAU has been an active participant in China-ASEAN track II diplomacy. As the Country Coordinating Institute of the Network of China-ASEAN Think-tanks, the Network of East Asian Think-tanks and the Network of Trilateral Cooperation Think-Tanks, CFAU has institutionalized long-term and stable cooperation with important think-tanks in ASEAN countries, and has actively facilitated the development of China-ASEAN relations. He hoped that the lecture would give the audience better knowledge of China-Vietnam as well as China-ASEAN relations and lead to broader and deeper cooperation with Viet Nam and other ASEAN countries in the future.
ACC Secretary-General Yang Xiuping spoke highly of the China-Viet Nam and ASEAN-China relations. She extended her heartfelt thanks to Ambassador Dang Minh Khoi and the Vietnamese Embassy for their support to ACC. She commended CFAU’s contribution to ASEAN-China relations and gave a brief on the mandates of ACC. She messaged that students of CFAU, with the reputation of the cradle of Chinese diplomats, should study hard, help promote China’s relations with Viet Nam and ASEAN, and enhance ASEAN-China friendship so as to contribute to national and regional prosperity and development.
Ambassador Dang Minh Khoi outlined Vietnam’s economic and social development and foreign policies. Citing his own diplomatic career, he reviewed the history of friendly exchanges between Viet Nam and China, especially the outstanding contributions to the development of bilateral relations by the older generation of leaders of the two countries. He said that Viet Nam and China enjoy geographical proximity and close culture, as well as pursue similar political policies. Since the two countries normalized their diplomatic relations from 1991, the bilateral relations have seen comprehensive, thorough, and rapid development. Under the guidance of the motto “friendly neighbourliness, comprehensive cooperation, long-lasting friendship and future-oriented relations” and in the spirit of “good neighbours, good friends, good comrades, and good partners”, the two countries have developed a strategic partnership and made substantial achievements in trade, cultural, educational, tourism, and regional cooperation, which have brought tangible benefits to the people of both countries. At present, China has nearly 1,500 investment projects in Viet Nam, ranking the ninth largest investing country among 116 countries and regions. Viet Nam became the largest trading partner of China in ASEAN countries in the first half of 2016. Around 10,000 Vietnamese students are studying in China whereas around 3,000 Chinese students are studying in Viet Nam. In 2015, 1.8 million Chinese tourists visited Viet Nam and the first ten months of 2016 saw another 2.2 million Chinese visitors. Airlines are operating between 23 provinces of China to Vietnam. The Ambassador said that friendship is regarded as a shared treasure that should be jointly inherited , maintained, and carried forward. The two sides should continue to strengthen strategic communication, enhance political mutual trust, deepen mutually beneficial cooperation, properly control and handle differences, and promote the healthy and stable development of the comprehensive strategic partnership so as to make greater contributions to regional prosperity and stability.
On ASEAN-China relations, Ambassador Dang Minh Khoi said that 2016 is an important year marking the 25th anniversary of ASEAN-China dialogue relations. Over the 25 years, ASEAN-China relations have seen constant consolidation and development, along with deepened cooperation in various fields. ASEAN and China are good partners. ASEAN Community will provide opportunities for cooperation of both sides. With the broad prospects of ASEAN-China relations in future, Viet Nam will continue to support and participate in ASEAN-China cooperation, promote the implementation of the consensus reached by the leaders of both sides, make even greater contributions to the friendship and cooperation between both sides.
After the speech, Ambassador Dang Minh Khoi and Secretary-General Yang Xiuping took questions from the Chinese and Vietnamese students on the new Vietnamese government's policy toward China and cooperation priorities, ways to synergize China's Belt and Road Initiative and Viet Nam’s “Two Corridors and One Economic Circle” plan as well as ASEAN centrality in regional cooperation.
Prior to the lecture, Professor Qin Yaqing met with Ambassador Dang Minh Khoi, Ambassador Vandy Bouthasavong, Secretary-General Yang Xiuping, and Elizabeth T. Te, Chargé d'Affaires of the Philippine Embassy in Beijing, during which they exchanged views on ways to strengthen exchanges and cooperation between CFAU and universities of ASEAN countries.
