ACC Secretary-General H.E. Mme. Yang Xiuping Participated in the Discussions at the 2nd Trilateral People-to-People Exchange Forum and Delivered a Speech

On 31 August 2015, three sessions of discussions had been held during the 2nd Trilateral People-to-People Exchange Forum. H.E. Mme. Yang Xiuping, Secretary-General of ASEAN-China Centre (ACC), participated in the discussions and delivered a speech.

Session one was on "Enhancing Trilateral Mutual Trust and Building Lasting Peace in East Asia", and moderated by Mr. Zhang Jiuhuan, President of CJK Economic Development Association. Mr. Kwon Byong-hyon, former Korean Ambassador to China, Mr. Yang Bojiang, Deputy Director-General of the Institute of Japanese Studies of Chinese Academy of Social Sciences and other scholars delivered speeches. The participants put forward constructive suggestions on issues such as the situation in Northeast Asia, East Asian economic development, improving environment and achieving prosperity and stability of East Asia, enhancing trilateral mutual trust, etc. It was generally agreed that all the parties should learn from the past lessons, truly face the differences and control the risks with prudence. Common grounds should be identified to promote functional cooperation in the areas of trade, energy, environment, ecology, etc..

Session two was on "Deepening Trilateral People-to-People Exchange and Cultivating the Sense of Community in East Asia", and was moderated by Mr. Iwatani Shigeo, Secretary-General of the Trilateral Cooperation Secretariat (TCS). Mr. Chung Sang-ki, former Korean Ambassador for Northeast Asia Regional Cooperation, ACC Secretary-General Yang Xiuping, Mr. Kim Young-sun, AKC Secretary-General and other officials and scholars delivered speeches. It was agreed that the three countries had shared similar human resources, geographic proximity, cultural connections and had many successful examples of people-to-people exchange in the history. The current task was to deepen people-to-people exchange and identify appropriate projects for cooperation. ASEAN-China Centre, ASEAN-Japan Centre and ASEAN-Korea Centre were expected to further consolidate their coordination and maintain closer communication with the ASEAN Secretariat and learn from each other. Some participants also introduced the recent progress of cooperation in the fields of education, film industry, etc..

Session three was on "Promoting Trilateral Media Cooperation and Nurturing the Spirit of Cooperation in East Asia", and was moderated by Mr. Gong Jianzhong, Vice President of China Public Diplomacy Association. Mr. Wang Gengnian, President of China Radio International, Mr. Wang Gangyi, Deputy Director of China Foreign Languages Publishing Administration, and representatives from the media of the three countries delivered speeches. The participants learnt about the trend of media reporting toward each other, emphasizing on the importance and influence of media on the governments and peoples, and called for rational, objective and fair reporting. Some participants also exchanged views on how to strengthen communication and conduct business cooperation between media.

ACC Secretary-General Yang Xiuping highlighted that strengthening communication and cooperation among the East Asian countries and peoples would contribute to peace and prosperity of the region and the world. Cooperation in East Asia had great potential and vast prospect. However, there were still some difficulties and challenges. The relevant parties should join hands to narrow the development gap and accelerate economic integration in the region, so as to keep the strong momentum of East Asia cooperation. She put forward the following three proposals. The first was to continue the support on ASEAN Centrality in the regional integration of East Asia and the building of ASEAN Community. The second was to maintain the position of 10+3 as the main channel of East Asia cooperation, and enhance communication and cooperation among the existing mechanisms such as the 10+1, 10+3 and trilateral cooperation, etc. The third was to pay more attention to people-to-people exchange and cooperation and strive to enhance mutual understanding and friendship among the peoples of East Asian countries with stronger and concerted efforts. Furthermore, the three countries should continue to push forward building of mechanisms in the fields of culture, education, tourism, academic, media, think-tanks, etc., epecially exchanges among the youth, to reinforce the public support to East Asia cooperaiton. Secretary-General Yang also introduced ACC and its major works, and answered questions on possible cooperation among competing enterprises of the three countries in ASEAN markets. 

Mr. Wu Jianmin, Member of Foreign Policy Advisory Group of Chinese Ministry of Foreign Affairs, delivered a wrap-up speech. He elaborated his views on East Asia cooperation. The first was to firmly master the major trend of the global development and understand that peace and development remained to be the main theme of the times. The second was to carefully control the risks on history and territorial issues, etc., and grasp the overall situation of cooperation. The third was to seize the rare and historical opportunity of economic growth of East Asia, and continue to expand converging interests.

Mr. Jiang Ruiping, Vice President of China Foreign Affairs University, acknowledged the exemplary and leading role and good practices of the building of ASEAN Community for East Asia cooperation. The three countries should further enhance coordination and cooperation while pushing forward their cooperation with ASEAN, so as to boost East Asia cooperation.

At the Forum, Secretary-General Yang widely exchanged views with the participants, and listened to the ideas and suggestions by Mr. Iwatani Shigeo, Secretary-General of the TCS, Mr. Kim Young-sun, Secretary-General of AKC, and Ms. Kubota Yuka of AJC, on how to further strengthen communication and cooperation with each other.
